We work meticulously with WA’s compliance requirements to prepare for weather, crowd movement, medical responses, and ensure high quality safety throughout the complete event cycle. In this blog, we break down how safety before, during and after an event, is essential in protecting your attendees but also your brand, assets and reputation.

Keep WA Approved Standards Front of Mind

Legal Duties: If you are an event organiser you have a duty of care to workers onsite and others affected by the work. Officers must exercise due diligence with systems to the WA WHS Act and General Regulations.

Approvals and Local Law: Public building approvals, capacity setting and the ability for authorities to close events sit within WA Health’s framework and local government processes. Make sure to get the correct approvals and for traffic comply with the Main Roads WA Traffic Management Event Code of Practice.

WA Health Event Guideline: At Wrapped we ensure to follow WA Health’s ‘Guidelines for Concerts, Events and Organised Gatherings’. This is a supportive handbook in risk planning.

Before the Event

It’s important to plan for safety as most risks can be avoided with considerate preparation. We advise all event organisers to check off the below.

Risk and Medical Assessments: Conduct detailed risk assessments to identify hazards and ensure the right level of medical support is in place in line with WA Health standards. Notify WA Health’s Disaster Preparedness and Management Unit for medium to high risk crowds, and brief local health facilities where thresholds are met.

Permits and Approvals: From council permits to noise and liquor approvals, securing the right paperwork early ensures the event meets all legal obligations such as public building approval through the relevant local government and noise approvals with a complaint plan.

Traffic Management Plan: Where roads or verges are impacted, make sure to remain consistent with the Main Roads WA’s Event Code.

Crowd and Security: WA Health’s crowd management sections are invaluable to plan set entry and exit flows, barrier placement, capacity by area and a licensed crowd control plan. It’s also important to include a plan for distress response and peer support.

Site Engineering: Marquees, staging and fencing must be installed and certified to withstand wind and weather conditions with temporary structures and staging certified by an engineer. Lighting, exits and emergency signage must all comply with guidelines.

Electrical Safety: All portable equipment must be inspected, tested and tagged, this includes; cables, leads and appliances, and must be connected to compliant safety switches.

Weather and Environment: In WA, heat and sudden storms are real risks, plan for shade, water and evacuation procedures. Lightning and severe weather must be monitored in line with the WA Health guidelines, with crowd evacuation when thunder follows lightning within 15 seconds and tightening controls when less than 30 seconds. Building heat controls into plans ensures a comfortable space for attendees such as; shade, misting, cool water access, work-rest cycles and escalation criteria in line with Safe Work Australia’s heat guidance and WA Health heatwave resources.

Training and Briefings: Everyone from suppliers to volunteers needs to understand emergency procedures, communications and their role in keeping the event safe.

During the Event

Once doors are open, event safety shifts from planning to active monitoring.

Weather Watch: Continuously check weather conditions from extreme heat to lightning. Monitor BoM forecasts and on-site conditions. If lightning meets the 15-second trigger, suspend exposed activity and move people to shelter.

Crowd Management: Maintain clear entry and exit routes, effective barrier placement and ensure security help prevent overcrowding and anti-social behaviour. Actively manage density at certain pinch points, keep aisles and doors clear and maintain visibility of barrier lines.

Medical Response: It is paramount to have visible first aid posts, a professional medical team and a clear escalation plan to ensure help is easily accessible. Maintain strong communications between first aid, medics and security.

Food and Water Safety: Monitor vendors for food handling standards. Ensure there is free drinking water available and clearly signposted.

Traffic and Transport: Coordinate plans with traffic controllers and local authorities to protect pedestrians and keep roads moving.

After the Event

The work isn’t over yet!

Safe Pack-Down: Structures and equipment must be dismantled by competent crews with the right machinery. Fatigue management is critical – tired teams make mistakes. Apply the WHS fatigue guidance to ensure the correct shift lengths and breaks are taken for safe dismantling of the event.

Waste Management: Rubbish and recycling must be removed quickly and responsibly, leaving the site as it was found. Clear hazards, remove temporary services, and confirm environmental controls are restored in line with approvals.

Debrief and Review: Feedback from staff, suppliers and clients helps us improve systems. Ensure any incidents are formally recorded and reviewed to strengthen future plans.
